develop clean, renewable energy projects in the New York State energy market. Upstate Power's projects advance the State's Renewable Portfolio Standard (RPS) Policy, which calls for New York State to increase its use of renewable energy to 25% by 2013. Developing renewable energy resources is also part of the federal Energy Policy Act of 2005 and Energy Independence and
Security Act of 2007 that aim to move the United States towards greater energy independence
through diversifying its energy portfolio.
