Project Description Upstate Power's transmission line will connect the Hounsfield Wind Farm with the New York State Power Grid. Approximately 9 miles of cable will be installed at the bottom of Lake Ontario from Galloo Island to the Town of Henderson in Jefferson County, New York. After landfall in Henderson, the cable will be constructed above ground. The 230 kV overhead transmission line will cross from Henderson into the Town of Ellisburg, Jefferson County, and the Towns of Sandy Creek and Richland in Oswego County. The overhead line will connect with the NYS Electric and Gas 345 kV line in the Town of Mexico in Oswego County. The approximate length of the overhead transmission line is 41.6 miles. |
The proposed route is influenced by factors including:
• Interconnection capacityUpstate Power is currently reviewing and assessing in more detail potential alternatives to the proposed route and the alternatives referred to in the Article VII application. A proposed major utility transmission facility, the construction and operation of the transmission line is reviewed through the Article VII process under the authority of the New York State Public Service Commission (NYSPSC). Article VII requires a full environmental and public health and safety review of a proposed facility. Article VII also establishes a forum in which community residents and members of state and local agencies can participate in the review process.
